It is (notably Christian Okoye from Nigeria back in the 1990's kind of broke the barrier)but without the structure of league's in other countries it is hard for them to get noticed. A lot of foreign born players go to college here and get noticed by their size or speed and a coach will recruit them as a walk-on but recruitment isn't big in other countries unless there is a physical specimen that some scout got lucky and found
