ripped off at one of the places . i mean no black smoke comes out and all so how would i know what the car needs done . is there any way of knowing if your being told the right stuff and not of charged

In the U.S. ( I don't know where you're from) Emission testing stations are government operated. They have no reasons to lie to you. Nor do they repair your vehicle to conform to regulations.
Ford (for example) warranties all of their vehicles to conform for 8 years or 80,000 miles. If your Ford doesn't pass the emission inspection, you just bring it to a Ford dealer & they fix it free, if it is still under this warrantee.
If you take it elsewhere & pay to have something fixed/replaced/repaired.......well then, I guess you just spent money that you can't get back, oh well. Sorry.
Read your owner guides/books in your glovebox to see if that is covered on your vehicle.

you can take your car to a referee .
