how does a red arrow pointing to the left mean to stop-shouldn't be just a red light

A red is a red is a red.

Unless you have a green arrow telling you you can drive through the red, then you can't.

No. A red arrow means that when the red light turns green you are still prohibited to make a left turn. Possibly due to oncoming traffic having a different light sequence than you do. When the arrow turns green, you are able to make your left turn without interference from oncoming traffic.

If there is a red arrow that means anyone who wants to turn that way < NOT YOUR TURN> if there is no arrow at the traffic light and no one is going its ur turn if the arrow is green well FIGURE IT OUT

by law you can make a left on a red light unless otherwise marked.... consider the red arrow your sign.
