I have called her mother(she's a druggie too) I have called the welfare people and they ignored it, the cops here(small town) don't care about what she is doing! I have offered to take the two kids, buy she refused!

you have to be smart about this, if you call cps then your friend must be ON the drugs when they arrive. But BEFORE you do this, try and tell her she can not take her of her children this way, encourgae her to seek help or maybe convince her to temporarily leave her chidlren in somebody elses care. If not call CPS its up to you!

If you are sincerely concerned for the welfare of the children you need to call Children's Services (the local police department should have the number or it would be in the phone book). No child should suffer because an adult was afraid to stand up for them. Please report this immediately (the report is usually anonymous), if after an investigation they determine that nothing is amiss, you at least tried. Good luck and God Bless.

If it was truly my bf then I would ask if i could take the children for around a month while they where in rehab , if they did not agree i would have to call child protective services . When it comes down to it the child's welfare is what is important

You can anonymously to child protection services or you local division of family services or the police. Just let them know what is going on and you don't want to give your info.

i would try to intervene by getting her the help she needs and if she does not accept the help you have to try to do what is best for the children try to get the family involved with caring for the children foster care is not reccommended because there are too many horror stories about the things that happen to children while in foster care and just pray for your friend go to your local church and pray along with the members of that church believe God for what he can and will do if you just exhibit a mustard seed of faith he can deliver your friend and her children out of that situation i know that He is already working on it because He gave her you to help her through.
