First it depends largely on your experience most US phds require many 3-10 years experience in your major field. Also the price of the degree is much higher than that of European schools.
It also depends on what passport you hold. Now many European UNIs want to increase their attendance and profits so they are more likely to accept you if you can pay.

Start by asking yourself one question - Do I want to come back to India after completeion of my PHD?

If the answer is yes - then it doesnt matter which country you do it from. If it is No then evaluate your options by thinking of which country is suitable for you according to immigration options after PHD.

There - you start by first narrowing down on which country you want to go to. Then according to work experience and other things, univ rankings make a list of univs that would suit you best..

Start by Evaluating your present education.

Then find the country that you will like the most.

Then go on Internet and do your search in that country by states, County, City and Location.

If you know the name of the institute you may search it directly by the name.

PS:
If in High School, get basic BA, AB, or BS. locally in Economics.

A masters in Economics will really help.

The apply for Ph.D. at other U. or colleges.
