It depends were in Peru you are going.
If you're going to the coast (beach), then December to March is the best time, as it is summer. however, during the summer it rains a lot in the mountains and the jungle, so it is a bad time to go to Peru if you are going to Cuzco, Arequipa, Puno, Huaraz or any other mountain city, as well as Iquitos, Pucallpa, Tarapto or any other jungle city.
For mountain or jungle, best times are from June to about September (dry season). If you are going to the mountains, it is best to go in the early part of this period as the scenery will still be green. Closer to September, things look kindda yellowish and pretty much dead. The jungle always looks green, so anytime in this period will be fine.
