I lived in Atlanta for 4 years - 1968 - 1972. I had no impression that the laws were backward. But, "roadside court" was common when it came to traffic violations. If we were traveling out of town we would put most of our money in the trunk of the car and keep $10 or $20 for the cop.
I don't know what it is like today though.
As for paying $800 to be let go that night, I suspect that these were misdemeanor arrests that can one can plead guilty to and pay right away. If a cop is going to fleece someone it will likely be in smaller amounts so it is not detected.

Best and worst are subjective terms.
For example, some states are good for workers and bad for employers. Some states have great social services but those are paid for by higher taxes. Some states underfund education which provides a work force unlikely to want to unionize. Some states are more liberal with medical care which means there are more abortions in those areas.
Good? Bad? it depends on whose ox is being gored.

lol i live in New York and Florida (yes both states) and i love them i think law enforcement does a great job. I wouldn't want to live in Texas simply because too many people get sentence with the death penalty. just my opinion don't want anyone to get offended, i been to Texas and i like it but only for vacation.
