I am going to move to Baltimore in September where should I live and what do I need to know?

I live in the Metro Detroit area now. All of the jobs in this state are leaving and so am I. I don't have any relatives here so no real ties to keep me in this state. I have lots of relatives in Baltimore, plus my best friend and her son live their. It is also only 4 hours from my home state of New York. Its a win win situation for me.
What are the benefits of Baltimore over Detroit? How much money should I save up? When should I start applying for jobs? What areas should I live in to avoid hood life? Any serious advice would be appreciated!

get to know the metro area first and search for some house bargains.
