That's not their job. The brain is the control center.

How do lungs control a fetus? A fetus is living in a liquid without any air. The fetus does "breathe" the fluid in and out of its lungs, but it gets its oxygen through blood by its connection to its mother via the umbilical cord. And what controls the fetus is its brain. The brain controls everything, including the lungs.

Julie, it's not clear what you're asking: Are you asking why fetal lungs don't work? If so, the simple answer is that they're not necessary to the fetus, as it gets all of its oxygen needs from the mother's blood stream (not to mention that there's no gaseous oxygen in the uterus anyway). Near the end of gestation the baby begins "breathing", but this is just movement to prepare the lungs for use outside the mother - there's no air to breath.
Now, if you're asking something else about lungs and fetus, I'm afraid I don't understand the question and can't answer it..

Because the foetus is in amniotic fluid it doesn't need to use its lungs and cannot anyway because of the fluid. Therefore they get their oxygen from the foetus' mother. Blood is oxygenated and goes through the septum rather than to the lungs via the pulmonary artery. The lungs are used when the baby is born and amniotic fluid is expelled. The hole heals up (or not always; some babies have a hole in the heart.)

Because the fetus is surrounded by water(or whatever that liquid is called)..and a baby cant breath in water or he/she will die..so neway the baby breaths or gets oxygen n gets all its nutrients from the umbilical cord which is connected to the placenta which in turn is connected to the mother(i think)...also how do u expect a baby to get its oxygen if its lungs aren't fully developed until later in the pregnancy?? its way simpler with the umbilical cord thing...its just the way things are....

Assume you were to breathe under water then how would you do?You would not be able right?
Just like the foetus is surrounded by amniotic fluid in the uterus,he/she cannot breath in...thus the lungs doesn't control it else there would be suffocation...anyway...exchange is controlled by the placenta..And its only after birth that they control t..I guess its all due to nature and god..
