I just got an email from the admission administrator from the university I'm applying to. Her name is Lisa Morton. She ender her email with 'Kind Regards, Lisa'

Shall I end my begin my email to her with 'Dear Lisa' or 'Dear Ms Morton'?

Always remain formal, until you are directed not to. It is the safest policy.

Dear Ms Morton is more formal and given the situation might be more appropriate. However, as she signed Lisa, that is considered an invitation to use Dear Lisa. If she had signed Lisa Morton then you would have to call her Ms Morton.

In the UK anyway saying Dear Ms Lisa Morton is considered incorrect (I think people consider it to be horribly Americanised). Either Dear Ms Morton or Dear Lisa.

I would use the full name. Dear Ms Lisa Morton, as she has used her first name, you now know this and to be respectful also use her surname.

If she ended it with Lisa, then it should be okay to start the email with Dear Lisa.

I hate this familiarity with people to whom one has not been introduced but it would be acceptable to use 'Dear Lisa' in reply and this avoids having to use the 'Ms' form of address.

If she has completed her mail with Lisa then it is ok for you to mail back Dear Lisa as she has set the tone.

I would suggest "Dear Ms Morton," since you haven't met her. It's a bit formal, but much more respectful.
