The most effective way is probably a plunger to clear it (toilet plunger not flat sink plunger).
Here is one thing you could try that is easier. You may be able to dissolve whatever is the clog by pouring some shampoo into the toilet (which acts as a wetting agent). Let it stand for a while and see if the level is going down. This often works and you will hear the gurgle as it finally clears through.
A desperation move if you don't have a plunger is to bring a wire coat hanger and a plastic supermarket bag into the bathroom. Bend the hanger into a skinny hook. Then poke and swirl it around as deep as you can. If the clog breaks up when you reflush then let it rinse in the new flush. When you are done then put the messy hanger into the plastic bag and take that right out to the trash.

Take a plunger, make sure you have an 'air bubble' in the plunger, push down to force the air bubble down the toilet and pull up sort of hard. Keep the plunger at the same angle and repeat a few times quickly and flush. This works preety much everytime, so long as there aren't any large tree roots growing through the exit pipes to the sewer. In that case, professional services should be called, though a last ditch effort with with drain cleaner 'gel' might help after a 3-4 hous wait - it needs a little time to eat away at the clog, but it probably won't come to this. If you depend on the water to slowly 'leak' out, the obstuction probably will cause a standard clog which will back up water ( and whatever is in it ) all over your bathroom. Guess we both know what you're about to do, right??!!

This trick may sound a little wacky, but believe me, it really does work, I have used it, and I have shared it with others on this site.
All you need is some Dawn liquid dish washing soap. Squirt about 7 good squirts of the liquid soap directly into the toilet bowl (it's OK if it is full of water...It will work) After you put the Dawn into the bowl, walk away and let it just sit there for about ten minutes. When you return, you will find the bowl empty, and the clog should be clear. Flush the toilet a few times to get all of the soap down, and to make sure the clog is dislodged. If it still seems to flush slow, you can repeat the process once again, and try to give it a few plunges with a plunger to dislodge a more stubborn clog.
The way it works is the Dawn cuts through the clog, and lets things flow free again.

The water should be able to slowly drain past the clog if you give it some time (if it's not draining, call a plumber to snake it...DON'T buy a snake, they're expensive and you can rent them cheaper, but it's better to have a plumber show you the right way to do it first). It's going to be messy and nearly impossible to plunge it while the water is high, but once it drains down, use the plunge and flush method. Give it several pumps with the plunger, then try flushing. If the bowl refills and doesn't flush, wait again for the water level to drop then plunge again and repeat until the clog clears and the toilet flushes.

If the clog is not too big you can dump a bucket of hot water in when the water goes down. It doesn't always work but it's something to try before you run out and buy a plunger.
If you do need to buy a plunger make sure it is a toilet plunger and not a sink plunger

The water will eventually seep through the clog. Don't flush again until you get to the store to buy a plunger.

do not flush again go to lowes or home depot buy a snake it is a cable u feed down the tiolet and crank getting the whatever and brings it out

do you have a plunger?? if so plung. if there is a clog the water will not go down until the clog is cleared.
