like just next to the nuckles on the first part of the finger leading up to the finger nail, but the hairs just on that part of the finger not all of it lol

no it is called mid-digital hair and it's caused by a recessive chromosome... like blue eyes.
both men and women can have it.

i have hair like at the begining not by the finger nail though but i wax it. lol

Yes everybody does, but they won't admit to it. Fine hairs on female, thicker hair on men.
