You're attempting to compare two very different methods of warfare.
The Mongolians were probably the best light Calvary in the world and the Spartans were the best trained most professional military foot soldiers in the world.
They were both the best at how they conducted warfare.

Mongolians because they had the largest contiguous empire in the history of the world. They had to be doing something right. Noone could compete with their style of battle.
