I want to change the colour of a second hand 2002 model Maruti Zen Lx car and have a confusion whether it legal or not.

you can repaint your car in any colour... it is legal...

It is not legal unless you apply to DTO for the change of color entered in the RC Registration Certificate of the car. You can be booked/challaned for this change without permission, from the District Transport Officer, So apply now on the perscribed paper to the DTO. The original color of the car is mentioned in the RC, check yourself

Contact RTO, I think it is legal but may need recorded at RTO within the time allowed. Or before even changing.

Its illegal to change color of you car completely because color is mention in RC of your car which lead to lost of identity of you car.
You need to take permission from RTO to change color with application attached with original color photo of your car. After you get permission again you have to take new color photo of you car to RTO and get verified.
Telling you because i have did this with my car.
