i've never needed to do anything apart from pressing the connect buttons on the wireless reciever then the mouse/keyboard

My Logitech wireless set up can be a bit touchy at times, have the base unit within easy reach, remove the batteries from the mouse, replace them and press the button on the base unit, repeat for the keyboard.

Nope, you just have to follow the directions that came with the keyboard and mouse.
Most likely your issue is that you have not pressed the little buttons on the keyboard and mouse that sends out a signal for the base to connect to. In that case, read the directions.

You need drivers. Either load the software that came with the mouse and keyboard, or go the the website of the manufacturer of those accessories.
You Toshiba should have SOMETHING, though, that can make these work.

Your Keyboard and Mouse will send a Signal, either Infra-red or a "laser" signal
Usually the unit has a Signal receive, sometimes just pressing on the receive point will activate the unit

My Logitech wireless prevalent is in many situations somewhat comfortable from time to time, have the bottom unit interior common prevail in, positioned off the batteries from the mouse, change them and press the button on the bottom unit, repeat for the keyboard.

Just check in the control panel, if there is an issue with the driver, or a yellow mark against these devices
