A Council is an administrative body. You can have village, district, borough or city councils. However if that council has some autonomy in that it can pass and enforce its own by-laws and collect local taxes the area it controls is called a municipality.

A council is merely any administrative organisation at local government level (e.g. a county council, a district council, a city council, town council etc).

A municipality is a local government region usually comprising a city or town and it's immediate surroundings.

local council has elected members, so they can be voted on or offevery 4 years. Municipality is a smaller unit like borough. no automatic votes
