Well, they're teenagers for one. They lack the experience in driving and from personal experience, most of them are too busy trying to look cool for their friends to even be paying attention to driving on the road. They're not necessarily bad drivers, they just lack the experience to make good decisions and react in a timely manner when things happen on the road.

i read something several years ago that said at age 16 there's a change going on in the central nervous system -and that actually thats the worst age for teens to start driving. that and lack of experience. also having friends in the car with them is the worst because its too distracting.

From lack of experience. The longer they drive, the better they hopefully get. They also have a false sense of security as an accident will not happen to them.
