im thinking of buying a psp with this FIRMWARE VERSION 3.11?

if i buy this would i be able to convert it to v3.10-OE-A

you can update you rpsp firm ware from www.mypsp.com for free its really easy

No. To convert to 3.10 OE-A you need to downgrade your PSP to 1.50 first.

Currently, there is no downgrade available for 3.10 and 3.11.

You may consider buying a PSP already has 3.10 OE-A on it. That will save you a lot of trouble.
