It's classic campaign strategy to build the other guy up early so that you set such a high standard on him, that the only way to go is down. Rove, annoying as he may be, is a political genious. How do you think Bush got elected twice. Save for all the conspiracy theories, he always put Bush in a position to be underestimated.
