No, they will not promptly arrest anyone. First of all it is not an FBI matter as it is foreign on not domestic. Secondly the IP address appears to be a service provider in Australia. You would need to contact them, file a complaint against one of their users and then wait for them to follow up. Overseas law is different than US law pertaining to unsolicited email. That is why the spammers use ISPs in countries such as Australia and the Netherlands. But for what it is worth, below is the domain and specific details of that provider.

You can try www.arin.net/whois and type the IP address in the box. In this instance, the IP traces back to Milton, Queensland in Australia. But the specific owner of the IP cannot be traced.

Your best bet is to simply add this user to your "block" list in your e-mail client. It sounds like a typical spammer to me.

Send this IP address to the FBI, and they will promptly arrest the individual at the end of the IP address.

Just wanted to point out some information about spam emails. Spammers sometimes insert fake email headers to throw off mail servers and traces although it is possible to use logic to decipher which of the headers are real. Another thing is the machine in question might in fact just be a zombie (ie a machine that is infected with some virus/malware/trojan and is in fact programmed to send out spam)
