Why didn't the Democratic controlled Congress impeach him in 1951?

At that point in his presidency, his approval rating was actually lower than George Bush's is today.

Possibly, contrary to conventional wisdom, being an effective president has nothing at all to do with approval ratings!

According to the lastest Gallup Poll, Bush's numbers are the lowest for any president in the third March of his second term since Harry Truman in March, 1951, when his approval rating was 28 percent.

He was the best Democratic President we've had. He did what was right not what was popular.

How many politicians out there today can say the same thing? Damn few!

The political party in power has only impeached one sitting president from their party, Andrew Johnson. He was not convicted so he stayed in office. Truman had good and bad points. He did not care about public opinion, which is good. He was only elected once, his first term was to finish FDR's term after he died. I am not sure if that would be considered a second term since he was only elected once. A president needs to do what he thinks is best. If he continually waits to see what is the public opinion then he can not govern effectively.

You really can't impeach a President for having low poll numbers.

Approval ratings have little to do with being a good president.
Often, bad approval ratings mean a good president...
The American public are often a bunch of fools.

The same reason they didn't impeach Eisenhower. He was unpopular, but he committed no high crimes nor misdemeanors.
