Yes, Ghetto is an english word, I'm sure other languages have a word simialr to ghetto. You just think people associate the term with blacks because you live in the US. Other countries have different races as the majority living in "ghettos".

Pretty much yes. There are ghettos all over the world. These are places where people do not care about their neighborhood or lifestyle and have just plan given up because they do not know anything else but lowliness and poverty.

Yes, the term actually first meant to describe the slums that Jews lived in in Europe. How it came to be associated w/ us in the U.S., I don't know.
