I don't know about the recent episodes.
But in the past two-parter episodes, it was Maggie. Some say it's accidental, but knowing her character and the way she acted in the end, I doubt it was accidental. Remember, this is the same baby who ambushed the mob with a rifle.
In the past two-parter episodes, they also made multiple shooting scenes to distract the spies, with many characters shot Mr. Burns, I think that a shooting scene also includes Santa's Little Helper.
