If you are standing on a swing (at a playground) and jump off, the swing will fly away in the opposite direction. The force of your feet moving in one direction exerts a force in the opposite direction. To step out of a rowboat near shore or at a dock, your feet will push on the boat in the opposite direction you are headed. Unless the boat is being held by a person (or ropes) the boat will move away from the dock or shore.

I think you mean 'tends'.
As people are stepping off the boat, they exert a backward force tending to move the boat in the opposite direction.
