Ebay members are required to provide their personal and credit card info before having access to the auctions.

Most Ebay members are reliable and if you do not receive your item within a considerable amount of time Ebay allow you to file a complaint against the "Seller".

Ebay usually takes charge of the investigation and in most cases the "Buyer" wins the case.

Also, please keep in mind that most Ebay Sellers are trustworthy and the US Postal Service sometimes loose many packages while in transit. In this case, the Seller needs to refund the money to the Buyer and then file a complaint with his/her local Post Office.
