I have brown eyes too, so I think I will be able to help you well! The suggestions below are what I put on each morning!
Suggestions:
Eyeliner ~ darker black eye liner all the way around the eye

Eye shadow~ depending on my mood I might put on neutral darker color than my skin tone or might add some color. My friends tell me that I look nice with light purple eye shadow so try it! Remember to always put on a different color than what you are wearing. Blend colors and experiment!
Mascara ~ put on dark eye mascara to balance the eyeliner! most of the time i just put the mascara on my top eye lashes because using it at the bottom makes my eye lashes look bad!
Foundation ~ always put foundation on even if you don't have any other make-up on! It just makes you feel fresh and your skin soft and even!
Hope this helps!! Good Luck!!

You can expiriment by getting small samples of colors. Green eyeshadow will bring out your brown eyes, and mascara will open your eyes and make them look larger. A little eyeliner around the outside will also help in making your eyes look bigger. A little peach blush (looks good on anyone) and lip gloss in a neutral color and you are all set! Have fun with it!

Buy a good eyelash curler. Simply curling your eyelashes and applying a little black mascara does an amazing job of opening up your eyes and face and making you look brighter. Adding a little eyeliner will further enhance your lashes by making them look fuller.

with short hair, and brown eyes, i'd say focus more on your eyes than anything else! one of my favorite tips is to use a covergirl trio eyeshadow (like shimmering sands) with black eyeliner and black mascara. try it this way, sweep the medium shade over the lid, the darkest in the crease and the lightest on the brow bone. then take the lightest shade and brush it in the inner corner of your eye, just to make them pop! this is one of my favorite effects and it completely gives me that doe-eyed effect. for lipstick, i like revlon's fleshtone or nude velvet. my hair is black and my eyes are really dark brown, so this just plays up my exotic side :) have fun
