Ah ok the filter I have moves the water round alot so thats good.

Unless you have a particularly large bioload, you shouldn't have to be concerned with oxygen levels in the tank. Most filters will provide adequate oxygenation simply because they break the surface of the water which allows for gas exchange.
If you have a waterfall-type filter, when the water falls back down into the tank, that breaks up the surface. You can lower the water level by an inch to increase water disturbance (you may even see bubbles coming into the water).

An undergravel filter should have an air pump, which will agitate the water.

If you happen to have a canister filter, you can aim the spray bar towards the surface of the water.

If you don't think you're getting enough O2, you can:
Add an air pump
Do more frequent water changes (like 5% every day just for oxygenation)
Add a water pump that creates surface disturbance.

the ONLY way to get DO2 into your water is by movement. Filters powerheads.

As was stated here air stones and bubbles DO NOT put Dissolved oxygen into your tank. These are for decoration only and do not move the water enough to add any measureable amount of water. If you can see the bubbles moving to the surface, they are not being absorbed by the water. Popping on the surface does nothing.

The most effective way is not by whether you see "bubbles" in the water. It is all on water surface agitation. That is where gas exchange occurs. In an airstone bubbler, oxygen is not dispersed into the water with the bubbles, it is dispersed with the bubbles popping at the surface, creating water agitation. Same with filter overflows/outputs. Powerheads can also agitate the surface of the water and create gas exchange.

There are a few ways however your fish need Dissolved Oxygen DO2

This can only enter the water by movement. Filter, powerhead, waves fountains waterfalls etc.

Air stones and bubblers do little to nothing to add this Dissolved Oxygen to your tank.

The only real way and the only way aquarium keepers need to worry about is just to have the water surface moving around. A filter or air stone either one will provide all the surface motion you need in almost every case.

The best way for an aquarium is a pump and an air stone. You can get them at any pet store...and probably at places like walmart too. It pumps air thru a little tube into the tank. The air stone just helps increase the amount of oxygen released into the tank.
