Is it normal to spend alot of time near the serface of the water, or could this be a sign of something wrong?
There are 4, 2 male and 2 female.
They stay near the serface of the water, not all the time they do swim done every now and then and swim about.
I just think thats it seems strange that they would spend so much time up there.

That's totally normal. Guppies are top water fish in nature and tend to be in a tank as well. If you want some excitement in the lower part of your tank pick up a couple of cory catfish. Assuming you have room for them in your tank of course.

MM is right however have you tested your water? You could have ammonia spikes going on. (can't see them) and your fish are trying to distance themselves from it. Check your ammonia levels. Also how large is your tank? the lack of Dissolved Oxygen in the water could also be a culprit.

Guppies just do that. It's perfectly normal. I wouldn't worry about it. :-)
