The UAE is a series of separate emirates, and has not yet established a Zip Code (postal code - alles klar!) system for its mail. For example, here is the address for the UAE Post Office Headquarters here:

Head Quarter
Deira Main Post Office
P.O.Box 99999 Dubai, UAE

UAE has not implemented postal codes. The long numbers you see in addresses are post box numbers. The post box numbers act like a postal code, but not in the traditional sense.
