Oxford is well-known. I'd suggest taking a summer class there to experience what it's like and to decide whether or not you feel it is the "best" university in England, because everyone has their own opinion of what they consider is best.

oxbridge, durham, manchester, nottingham, leeds, the main london ones, newcastle, basically most of the main cities have a good reputation for english. have you checked out the league tables of some of the major british broadsheets e.g. the times,guardian etc?
