Technically it is not illegal to NOT file taxes. The government must notify you and tell you what you owe. If they don't tell you you. You don't have to file. The catch is when they find out you will have to pay slight penalties, I know, I didn't file for 6 years.

if its not you then its none of your business, however if they want to try and fix their mistake of not filing they should hire an accountant they can go back, they'll charge alot but at least it will be done.
