Right now, Kashmir is broken up into two parts. There is "Azad Kashmir" (translated as "Free Kashmir), where the Pakistani army protects the sanctity of Kashmiris in this region so that they do not fear & receive the human rights abuses that the Indian military is famous for doing to minority muslims (I can tell you because my family is from an Indian muslim background, and roughly half of my family was killed by sikhs & hindus). Thus, Pakistan is doing the Kashmiris a great service. The major city in Azad Kashmir is Muzzafarabad (which sadly has been damaged by the earthquake).

The other part of Kashmir is "occupied" Kashmir which the Indian army is occupying with the single greatest troop buildup in the world (700,000+ troops). This part of Kashmir is running rampant with human rights abuses from rape to extrajudicial killings. The main city in this part of Kashmir is Srinagar.

So, to answer your question, the Visa you get depends on what part of Kashmir you are going to. My advice is to be very careful if you go to the Indian side (and its probably better not to go honestly). Its sad to say that, but that is real life.

Here is a video on the human rights abuses. Best of luck with everything.

Kashmir is not an independent country. About a third of Kashmir is controlled by Pakistan, about half, by India, and the remainder, by China. So if you want to visit Kashmir, it's probably a good idea to get both an Indian and a Pakistani visa.

In fact, Kashmir is all of what you mentioned, because its divided since the war between India and Pakistan, so a part of the Kashmirvalley is in India, another one in Pakistan, and a third one is partly independent.China also owns a litte of the Kashmir region.
If i were you, I would reconsider my travel plans, the Kashmir region is still struck by permanent terrorist attacks.
