Punishment's primary role is as a deterrant. I fpeople know that a certain behavior will be punished, they will be less likely to do that behavior. If someone has already been punished for something, logically they would think twice about doing it again because of the punishment for the first time. Unfortunately people don't always work logically. In many states the penalty for murder is life imprisonment or even death, yet we still have plenty of murder.

There are a number of books on this topic.. Punishment is used to as a deterrent for others, to eliminate re-offending, a sense of justice for victims and community, (jail) may even provide protection for (victim, community, or even offender), and rehabilitation.
