i don't know about most terrifying but Maleficient from Sleeping Beauty is pure evil and i loved when she transformed into the dragon.

Snow White's Stepmother: She was a gorgeous diva with a fabulous wardrobe, but she mean as spit! She was so evil that she put a hit out on her stepdaughter. When that didn't work, she turned herself into a ugly old hag and tried to feed her a poisoned apple. She would stop at NOTHING and she didn't care what anyone thought. Finally she plunged to her death running from some little people. Now, that's a villain! Often imitated, never duplicated.

The evil stepmother in Cinderella was horrible because I know some girls' stepmothers who would actually do that to them!
And Jafar didn't have a conscience and was extremely greedy so that made him really terrifying!

Scar. Anyone who gets their nephew to kill his father is pretty evil in my book. He seriously emotionally scarred Simba. What's funny is that the Devil was one of the villains from Hercules, and nobody put him down.
