Should I get a new one?

Feed with plenty of seeds and nuts. Show him the cat and that may get him moving again. A new wheel may cheer him up...

Seriously though:

I suspect that you are using a mouse with a roller ball. You could clean it but you may as well upgrade to an optical mouse.

With no moving parts you will never have to clean the mouse ball again.

It's probably the ball underneath the mouse has collected too much dust. Remove the ball and clean with water and dry well before replacing.
But I would strongly recommend to replace the whole mouse for a wireless optical mouse, as they are now very cheap and more repliable thatn your ancient rodent!
Good luck!

If it has a roller ball inside there will be three little spnidles which the ball moves against to provide direction.

These pickup grease and dirt from use and make the mouse move erratically over time.

Use a dull knife or dull scissors to scrape any crud off of the spindles and that should be good to go.

Bad / missing driver OR your mouse is dying OR your PC is infected.

Go to the manufacturer's website and install the latest drivers, if available. Try a friend's mouse. To disinfect your PC, google / yahoo search for: XP Security

if it got roller, take out the roller ball and clean the inside of the mouse, i.e. there might be some dirt stuck there.
