One of the reasons that Truman decided to use the atomic bomb was because of the tenacity of the Japanese soldiers. (There were, of course, other considerations as well.) The Japanese navy was strong and had good tactics, but they suffered a few unlucky breaks. They didn't catch the US carriers at Pearl Harbour, and they lost a few key battles which reduced their strength. Running a navy also takes huge amounts of oil, something that the Japanese didn't have.

Looking, on the other hand, at Germany, it is traditionally thought that most of their mistakes were strategic. In failing to secure air control over Britain, it became impossible for Germany to keep the Allies from using it as a base. In deciding to invade the Soviet Union, the Germans moved away from the strategy of short, quick moves that had succeeded for them in France. The Blitzkrieg form of warfare was completely unsuited for Soviet terrain, and the Soviet campaign was the only one planned as a Blitzkrieg by the German High Command. Like Japan, Germany was also suffering from a shortage of vital supplies, like oil, but until the latter part of the war, this wasn't as crucial as in the Japanese case. The German soldiers were well-trained at the beginning, but as casualties took their toll and as the two-front war opened up, the training and fighting efficiency of recruits dropped. This was evident not only in the ground units (Wehrmacht, SS), but also the navy and air force (Kriegsmarine and Luftwaffe).

On the whole, I would have to say that the Germans were stronger than the Japanese for two simple reasons. Until late in the war, they weren't hampered by severe supply shortages, and they were fighting a war that required fuller integration of all three services. The relative supply abundance meant that production and research could continue, even as supplies were diverted to the troops. All three German military branches suffered eventual defeat, but all also had spectacular victories: look at the submarine war (Battle of the Atlantic); look at the earliest stages of the Battle of Britain; look at the Blitzkrieg through France and the Low Countries.

Both countries were strong -- they had to have been to accomplish what they did. But I'd have to go with Germany as the stronger.

In Japan's favor, the Zero may have been the best fighter plane of both countries. Japan also built several aircraft carriers (including the excellent Shokaku class). Had the bigger navy although most of their battleships were built in the WWI era. (also they did not know how to utilize submarines effectively). BUT, the greater majority of Japan's army was equiped with bolt-action rifles. Battling to the death was a big negative, loosing experienced soldiers as the war went on.

germany .they were stronger bcoz of their numbers,technology,ideology ( even though it was a wrong one ) and maybe bcoz of their geographical location and also maybe bcoz of hitler who for all the demonising was a much more charismatic leader or at the least orator than emperor hirohito
