First, it means they do not come come about at 3 am and physically heave you from the residence. They allow you to gather up all your possession and get things squared away, BUT they have to follow the letter of the law, so if you hit them, you can and will be arrested

I think in cases of "Eminent Domain" that the authorities can drag you out of your home and tear it down AFTER they pay you 10 cents on the dollar for it!
