The law he refers to is called a Part P. It is a standard which electricians must achieve before they can do basic electrical work. Unless an electrician had part P he cannot do certain electrical work. ie installing a shower.
Before he fits the shower he has to make sure that the current electrical installation is up to a safe standard. If he fits the shower to a sub standard electrical installation then he is liable for any damages or accidents whaich may occur due to the fitting. He can also be prosecuted by the Health & Safety Executive for not ensuring that the wiring is to a safe standard.
Personally I think £100 is a bit steep but any electrician who fits the shower without checking the safety of the existing wiring is a risk I wouldn't be prepared to take.
My advice is to obtain a quote from another electrician who is part P or NICEIC registered before agreeing to the work.

I sometimes have to have houses tested for legal reasons, yes, I have been asked for £100--£120, but I shopped around and got a very competent guy for £49. I don't know why you need to have your house tested, just to have a shower fitted, I think he's on the make!

Sounds a bit strange, I'd definitely get a second opinion as there are so many crooks out there now, they'll make up anything to get more money out of you.

id get a second opinion if i were you,its sounds alot just for a test he could be ripping you off and I'm sure that you would be able to find a cheaper quote somewhere else
