As safety is paramount, this is a Child after all ,so take it to a bike shop to get it sorted out ,shouldnt cost that much.
I hope he enjoys his bike when problem is sorted out,and please ensure he learns to ride safely ,
Cheers

Gaz is right That"water pipe" is the fuel line and you should be able to move the fuel petcock to off and remove that hose, it will have small clamps, and take this hose to a motorcycle shop and get some replacement fuel hose. Going to a motorcycle shop is best because they will probobly have proper fuel line in the size you need. Use only a hose meant for fuel, gas can disolve some clear plastic hose not meant for gas.

Gaz, if you knew your bikes - this an Aprilia water cooled engined bike and two pipes go to the carb from the cylinder head to help to prevent venturi freezing in cold weather.

Find a dealer who sells these or check a search engine for parts distributors. If its metal you may be able to take it to a welding shop and have them weld it.

take it to a dealer... by the nature of the question i presume your not too experienced with motors (no offence) ... If your not sure what your doing you could end up doing more damage and end up taking it in anyway... and with fuel involved it could also be dangerous.... leave it to the experts....
