Why does this only seem to happen at certain times of the year? Does it happen at the same time every year?

Because it's on the same side of the Earth as the Sun is. But you never see a 'full' moon since the Sun can only illuminate a small portion of the face of the Moon that is always facing the Earth.

Actually, it happens every month. No it does not happen the same time every year. The moon orbits the earth once every 28 days, so it's in a different location in the sky every day. The only time that you don't see the moon during the day is when it's full. When the moon is full, it sets as the sun rises and rises when the moon sets. The moon is not just a night sky spectacle as cartoons would have us believe.

The moon goes around the earth once a month, so half the time it is on the same side of the earth as the sun is, and appears during the day, and the other half of the time it is on the other side of the earth from the sun, and appears during the night.

It's nothing to do with the time of year, it happens every month.

Moon rotates around Earth and traces the orbit of the Earth around Sun. This causes difference of two days in Sidereal month 27.3 days and synodic month 29.5 days. Hence there is a delay cycle in the rising of Sun and Moon on Earth. On a new moon-day they both rise in the Eastern sky and set in western sky at a time. In the later days Moon rises later than Sun and travels lagging behind Sun. In those days Moon travels in the day time. After the Sun set this moon in cresent form will become visible in the western sky. Everyday the gap between the Sun and Moon increases. This continues to happen till full moon-day where Sun sets in the West and full moon rises in the East. This repeats in all months. But visibility of Moon in day time is not assured to be same on all days due to to several conditions on the earth. Watchout, only on Full moon-day you see Moon for the whole night(12 hours). Whereas on other days it will be seen in the night sky for less than 12 hours and the rest of the time the Moon would be present in the day sky.

because the moon does not rotate the earth at the same speed as the earth rotates around the sun. sometimes the monn is on the same side of earth as the sun and then you can see it in ht edaytime. and I dont know if it is the same time always.
