in the far east its rude to give eye contact..as well as most other countries..and yes in the big cities of the western world..
they will think you are rude or gay ...or trying to be aggressive..
i don't look down..but i ignore 100% people on the street..its safer and most people annoy me anyway..blah blah blah..?

Eye contact with a smile at a stranger is considered good business when you work with people.
As far as on the street, I still try to make eye contact (with a smile).
But I think that some people who don't do eye contact, just want to be left alone or don't have confidence or are very shy. If they won't look, I don't push.

Not in american culture, but in most other cultures it is. I have had some problems with male latinos, did not like the fact I look them in the eye.

no, but people who dont give eye contact, they were taught to be like that and it protects them. maybe they grew up in the city. or maybe they learned that if they look at people, the people might not like it.
