Well, actually a 1998 bike of small displacement should not cost that much, especially a Japanese model. Of course, you need to factor in the condition and number of miles the bike has. Check carefully for the condition of the tires, this might help you know how it was ridden. Ask if the bike has been stored recently. If so, how long? Long storage is not a good thing, as it might not have been stored correctly, and gasoline can congeal in the fuel system. If it has been stored and seems to run well, simply expect to pay less for the risk.
If the bike is excellent condition, low miles, and has NEVER BEEN RACED (check this out) you could expect to spend 2 to 3 grand on the bike. Also talk to the person who is selling it, if he is young, joke around about "has he beaten any other bikes with it". Usually you will get the answer you want;)
If the bike is rough AT ALL, I would offer them no more than 1 G for it, as you might need to sink some money into it, and this adds up very fast. I would usually just walk unless you think you are an accomplished home mechanic.

Check Cycletrader.com and see what simalar models are selling for. You can also check ebay and see if how much the are going for there.
KBB.com is good... but you get a better idea of how much the bike is actually selling for if you check e-bay or cycletrader.
