Officially inside but the concept seems to have spread.
For example the town of Celebration in Orlando.

There's also Downtown Disney in Orlando which is free to get into, It's outside the walls.

entertainment takes place mostly inside the exterior walls, but Disney continues to expand and special happenings are found both in and outside the individual theme sections.

Go to Orlando if you have lots of time and money and you probably will noot be dissapointed.
