Change your laptop video output from NTSC to PAL. Default for laptop is most likely NTSC and since you're using a SCART cable, I would assume you are in Europe and the standard there is PAL.

Sounds like you have the wrong cable. Usually the Difference is slight, but check with the Cable Suppliers you have to find an approppriate cable

use a hdmi cable the appropriate click on ur laptop bypass onto snap shots strategies the hover over the output to and it will provide u some strategies to output on your television inspite of the undeniable fact that it won't come as much as me because of the fact im not attempting to output to a television yet as quickly as you connect a hdmi cable to ur television and laptop it will be interior the output strategies i gave u befor wish u understand and want it helps :)
