you will never catch the ! or the ? unknowns in gold version. also, as i wrote in another question of yours, there is nothing particular about bright/shinies. EVERY pokemon in the game has a percentage that it might be a shiny. chances are very low, though. if you do get a shiny unknown, it might be a shiny F unknown, or a shiny Y unknown, or any of the other 24 that are available in g/s/c

below, i copy/pasted from the website you quoted in your question, but on the main unknown page, instead of the page you chose

"""Introduced in Pokémon Gold, Silver, and Crystal, each of the initial 26 variations of Unown represented the 26 letters of the English alphabet. Each one was in a shape that was at least vaguely similar to each letter.
-------------
In Pokémon Ruby and Sapphire, two brand new variations of Unown were introduced but remained uncatchable in the game. They are, however, catchable in Pokémon FireRed and LeafGreen. The two new variations represent an exclamation point (!) and a question mark (?). Both of these variations are extremely rare. It is also noted that both have their eyes only half open."""

No, the ! and ? unknowns do not exsist. They are fan-made, look at their eyes. The two (!, ?) have half-closed eyes while the others all have wide open eyes with no lid showing.

There's only 26 unknowns, one for each letter of the alphabet.
