Although I fully agree with the NON-USE of CELL Phones while DRIVING, sometimes you just gotta let it go. If the police won't enforce the law, it won't scare others into obeying it.

That kind of summons can ONLY be issued if the Officer observes it personally. I wish it were so easy. I can't stand people who talk on the phone and drive at the same time

how do u know this person wasn't important? how do u know they weren't on the phone making negotiations so that terrorists didn't invade again? how do u know this person wasn't a state doctor on the phone trying to save a patients life? get over it, cell phones are perfectly fine to use if u are able to do more than one thing at a time!
