To prevent another violent action on one's self or another that relatively certain or to defend property.

This of course is a moral question so my answer is based on the assumption that individuals have worth that intrinsic and by threatening someone else's security you should bear the consequences of your actions since you were in the best position not to threaten the other person's security.

This applies to police and individuals since police are simply enforcing the delegated right of self-defense.

Without the basis for your question, violent action can be interpreted as anything. Anytime a police officer has to shoot and kill a suspect it is legitimate homicide. Anytime I have to go hands on with a suspect it is legitimate assault. More details of your question may be needed here.

if u are in a self defense situation or u are protecting ur family. like me, i'm a single mom of two. someone breaks into my home i have every right to pull out my gun, tell them to leave and if i feel in harms way i can shoot to kill and nobody would ask any questions. now, if you are a family, the normal mom, dad and 2 1/2 kids, they might tilt their heads at you and question your motives. i feel anyone breaking into a home should be shot, but that is just me.

To stop the imminent attack against you or another. To prevent the escape of someone who has committed a violent person felony that you have direct knowledge of.
