After getting his resident visa, he can file an application for your visit visa. Yes, it is possible.I dont have much information but as far as my knowledge is concerned, visit visa for bloodrelations is more easy to get than friends etc. U should have a passpot ready, and when he will get the visa, he'll send you a copy of it and you should have to bring that copy with you. After reaching Dubai Airport, there would be some formalities like, you will have to show tha copy at airport and wold get the original one,and some other formalities. But take it esay, it is not something to worry about.

the first step: carry jointly the information that proove your intentions are for visitation in reality. attempt to exhibit that: you've a activity (or no longer...) contained in the u . s . you've sources, you deal with to pay for (etc, only in reality coach you do not have any reason of trouble to favor to run to the middle east...) coach your buddy is there legally, and could manage to assist you for the time of your stay with no need to burden the authorities. His economic employer money owed, visa determination, employment/fee slips etc He could take this all to his interior sight immigrations officials and characteristic it qualified, then with all this recommendations, YOU flow to the embassy/consulate closest to you. Having shown your intentions, there'll be no rationalization why they shouldnt issue you a visa. Please note: "visit me please, from .. to .. passport determination ..." printed out on your living house printer and signed isn't sufficient (for most countries). quite be threat-free than sorry, get issues qualified.
