Is it possible for an Uncle to sponsor his 27 year old niece from Holland to immigrate to Canada?

Canada has a reputation for being very easy to migrate to.
Right now there are billboards in Toronto in spainish to the effect that if you have made it that far north (from mexico) that you will be granted amnesty.
Much friendlier place than the US in my opinion.
