Try Tatkaal at any passport office. But for that you need Visa and papers showing valid reasons to go.
Best option is Bribe for that u don't need anything, Just handful of money. :)

theres an option to get it in 15days thats called thakal but for that u should have got the visa and air ticket showing that u have to explain the urgency then u can get it if u dont have visa then u have to go by the regular one that will come within 90days

Do you need Passport urgently?
You require a Verification Certificate as per the specimen in Annexure 'G' in the Information Booklet attached to the application form.
AUTHORITIES COMPETENT TO ISSUE VERIFICATION CERTIFICATES
i) A Deputy Secretary/Director/Joint Secretary
/Addl.Secretary/Spl.Secretary/ Secretary/Cabinet
Secretary to Government of India
ii) A Joint Secretary/Addl. Secretary/Spl Secretary/Chief
Secretary to a State Govt
iii) A District Superintendent of Police/Range
DIG/IG/DGP of district of residence of applicant
iv) A Colonel and above or its equivalent in Air Force
and Navy
v) Officer not below the rank of General Manager of a
Public Sector Undertaking of the Government of India.
vi) District Magistrate.
vii) All members of any All-India Service or Central Service
who are equivalent to or above the rank of a Deputy
Secretary to the Government i.e., in the pay scale of
Rs.12,000 - Rs.16,500 or above
viii)Resident Commissioners of all State Government based
in Delhi.
A Photograph of the applicant must be pasted on the Verification Certificate and signature of the verifying officer should be partly on the photograph and partly on the Verification Certificate. An out-of-turn passport is issued only in cases of specified emergencies on production of documentary evidence.
The Verification Certificate should be on official letter head of
Issuing Authority with office seal and should also bear
reference number of Issuing Authority. The applicant's
personal appearance before Officers in Regional Passport
Office is required to apply under Tatkaal scheme.
Passports/services can be issued on out of turn basis under
Tatkaal Scheme on payment of additional fee as prescribed
for various services.
The additional fee for Out of Turn (Tatkaal) Passports would
be as follows:
i) For issue of fresh out of turn (Tatkaal)
Passport within 10 days of the date of
application Rs.1500/-
For issue of Fresh out of turn (Tatkaal)
Passport between eleven to twenty
days of the date of application Rs.1000/-
ii) For issue of duplicate out of turn (Tatkaal)
Passport in lieu of an ordinary passport
where it has been lost, stolen / damaged
Time taken Tatkaal fees
applicable
Within 10 days Rs.2500/-
Between 11 and 20 days Rs.1500/-
iii) In all re-issue of passport after expiry of 10/20 years' validity where the passport is to be re-issued out of turn (Tatkaal) Passport
Tatkal fee is Rs.1,500/-(within 5 days of the date of application)
